  2. Masukkan ikan bilis, dan kacau seketika. Masukkan pula kentang dan air. Masakkan sehingga kuah pekat dan kentang cukup empuk. Jika kentang tak empuk, boleh tambah sedikit air dan masakkan lagi.
  3. Masukkan garam dan gula secukup rasa. Apabila inti betul-betul pekat, bolehlah dimasukkan daun bawang dan daun sup.
  4. Untuk membuat kuih samosa, lipatkan segitiga dua kali di hujung kulit popiah yang sudah dipotong itu secara berlawan arah untuk membentuk poket. Masukkan inti sesudu ke dalam poket.
  5. Lipat ke atas dan tutup lipatan samosa dengan menyapu gam tepung.
  6. Gorengkan samosa di dalam minyak masak yang cukup panas. Siap!
